Joint Statement for the Formation of the Global Youth Movement for a Just World Order and New Paradigm

We, the youth of the world, believe that our generation has a responsibility unlike any before it. We have inherited a world filled with incredible scientific achievements, yet millions of us still live in poverty, wars continue to divide nations, and too many people are denied the opportunity to reach their full potential. We refuse to believe that these problems must define our future.

What makes humanity unique is not our wealth, military power, or natural resources. It is our ability to think, discover, and create. Every great step forward in history began with an idea. From agriculture and medicine to electricity and space exploration, human creativity has allowed civilization to overcome challenges that once seemed impossible. The greatest resource any nation possesses is its people and their ability to improve the world through knowledge and innovation.

We believe that every nation has something valuable to contribute. No country should be treated only as a source of raw materials, cheap labor or political influence. No country should be marginalized based on tribe or race. Every nation is home to people with talents, ideas, and dreams that deserve the opportunity to flourish. A just world order must promote education based on creative reason, scientific research, technological progress, and economic development so that every person has the chance to contribute to humanity’s future.

True peace is more than the absence of war. It is a world where people have access to food, clean water, healthcare, education, and meaningful work. It is a world in which nations cooperate instead of competing through conflict and exploitation, recognizing that the progress of one nation can benefit all.

Our generation also has the responsibility to break the cycle of hatred and violence that has been passed down for far too long. The divide between nations based on race or color, economic exploitation, or any other arbitrary difference should stop. Violence has too often been answered with more violence, creating new generations of pain and division. Many have erroneously believed that retribution is a sign of strength while diplomacy is a sign of weakness. That cycle must end with us! We choose cooperation over conflict, dialogue over hatred, and hope over despair. As many are warning today, including such as General (ret.) Harald Kujat, former Inspector General of the German Armed Forces and Chairman of the NATO Military Committee, the world is in a situation similar to that of August 1914. But the joining of the U.S.-Israeli war of aggression against Iran to the NATO proxy war against Russia, the world’s greatest nuclear weapons power, threatens destruction far worse than World War I, including the possible elimination of human civilization itself. The insane commitment by Western governments and institutions to perpetuate this war, even to the point of the use of nuclear weapons, must be stopped now, before we lose absolutely everything in a hellfire. The need for voices of reason to speak in unison, to challenge the irrationalism of “might makes right,” has never been greater.

These conflicts, as well as the wars on the African continent plaguing the innocent citizens of Sudan, the Democratic Republic of the Congo, and many other populations, remind us that a single miscalculation can cause catastrophic consequences for millions of people. At the same time, the unjust war in the Middle East has contributed to instability in global energy markets, disrupted trade routes, and increased the risk of economic shocks that affect both developed and developing nations. Rising fuel prices, inflation, and food insecurity due to the disruption of the fertilizer industry are causing famine. You may be traveling, but people in many developing nations have packed their cars away, unable to cope with rising fuel prices. You may be eating your daily bread, but many of us are not.

The world is a global village. Conflicts that rise in one part of the world often create a ripple effect through a disproportionate share of economic consequences in the other parts of the world. This reality demonstrates that lasting peace cannot be achieved through military power alone. It must be built upon economic development, scientific advancement, technological innovation, mutual respect among nations, and a shared commitment to solving humanity’s common challenges.

There is only one realistic path toward safeguarding world peace: the international community must urgently place the creation of a new global security and development architecture at the center of its agenda and work collectively to establish a renewed framework for international relations. This framework should be firmly grounded in the principles of the United Nations Charter, the Five Principles of Peaceful Coexistence, and the lessons of the Peace of Westphalia, which demonstrated that lasting peace can only be achieved when the legitimate interests and concerns of all parties are recognized and respected.

In essence, the principle of indivisible security must once again become a cornerstone of international relations. Alongside the Schiller Institute’s proposal for a new global architecture, outlined in Helga Zepp-LaRouche’s Ten Principles of a New International Security and Development Architecture, China has also put forward a broad vision through its four global initiatives, particularly the Global Governance Initiative, which represents one of the most comprehensive contributions to the discussion on building a more cooperative, secure, and development-oriented international order. Initiatives such as the Belt and Road, the construction of major enablers of economic development such as ports, roads, and high speed rail coincide with the Schiller Institute’s proposal of the World Land-Bridge, a global vision of using interconnected continental development corridors to eliminate poverty.

Among the elements of that vision are the African continental high-speed rail network included in the African Union’s Agenda 2063; the expanded LaRouche Oasis Plan, a fifty-year development plan for Palestine, Israel, and the entire region focused on nuclear desalination, canals, and transport; the Transaqua Project to transfer water from the Congo River to refill Lake Chad, which would benefit 40 million people in 12 nations and provide the basis for the development of the entire Central African region; the Bioceanic Corridor, a high-speed railway linking Peru’s Chancay Port, the most advanced deep water port in South America, to the Atlantic coast of Brazil; NAWAPA-PHLINO, the North American Water and Power Alliance and the North-West Hydraulic Plan of Mexico, a combined continental water-management project designed to transfer water from Alaska through Canada, the western United States, and Mexico; and the Bering Strait Tunnel, a 53-mile underwater tunnel to connect North America to Eurasia by rail.

How beautiful will it be for the youth to participate in these beautiful ideas and projects that will shape the coming fifty years of humanity.

As the youth of the new International Youth Movement, we are committed to taking our vision beyond words and into the world’s most influential decision-making platforms. We will actively present our ideas and advocate for a new paradigm of peace through development. We direct our call for a new paradigm of peace through development to the participants of the various upcoming intergovernmental summits of 2026 and 2027, including the August Shanghai Cooperation Organization (SCO) Conference, the September United Nations General Assembly, the September BRICS Summit, whose participants represent the majority of the population of the youth in the world, and February’s 40th African Union Summit, reflecting the largest youth population in the world, predicted to reach 42% of the world youth population by 2030. Heads of state, policymakers, international organizations, business leaders, academics, and fellow young people, it is time to embrace science, technology, economic cooperation, and human centered development as the foundation for lasting peace. We believe that the voices of young people must not merely be heard—youth leaders must definitively shape the policies that will determine their own future. We therefore call on governments and international organizations to adopt the necessary principles and policies outlined in this document, and others that are necessary to bring this vision into reality, in the immediate term.

The youth believe that the future will be shaped not by fear, but by our willingness to work together for the common good. Thank you.

新的国际安全与发展架构十项原则

由席勒学会创始人黑尔加·策普-拉鲁什于2022年11月30日提出。

第一: 新的国际安全与发展架构必须是完全主权的民族国家之间的伙伴关系,以和平共处五项原则和《联合国宪章》为基础。

第二: 绝对的优先任务是减轻地球上每一个国家的贫困。只要将现有技术用于共同福祉,这是很容易实现的。

第三: 必须通过在地球上每个国家建立现代医疗卫生体系,把所有人的预期寿命延长到最大限度。这也是战胜或预防当前和未来潜在大流行病的唯一途径。

第四: 由于人类是宇宙中迄今已知的唯一具有创造力的物种,而且人类的创造力通过对新的宇宙原理潜在无限的发现,是财富的唯一源泉,因此新的国际安全与发展架构的主要目标之一,必须是让每一个在世的儿童和成年人都能获得普遍教育。正如弗里德里希·席勒所论述的,人的真正本性是成为美的灵魂,而唯一能够实现这一条件的人就是天才。

第五: 必须重组国际金融体系,使其能够提供生产性信贷来实现这些目标。可资参照的是富兰克林·罗斯福所构想、却因他过早去世而从未实施的最初的布雷顿森林体系,以及林登·拉鲁什提出的“四大法案”。这样一个新信贷体系的首要目标,必须是大幅提高生活水平,尤其是全球南方各国和全球北方穷人的生活水平。

第六: 新的经济秩序必须着眼于为现代工业和农业创造条件,首先是各大洲的基础设施建设,最终通过隧道和桥梁将各大洲连接起来,形成一座世界陆桥。

第七: 新的全球安全架构必须通过结束把世界划分为集团的做法,消除地缘政治的概念。必须顾及每一个主权国家的安全关切。必须立即禁止核武器和其他大规模杀伤性武器。必须通过国际合作,发展使核武器在技术上过时的手段——这正是后来被称为“战略防御倡议”(SDI)的那项建议的初衷,它由拉鲁什提出,并由里根总统作为提议向苏联提出。

第八: 在过去,世界某个角落的一个文明可能覆灭,而由于距离遥远、旅行耗时,世界其他地方要在多年之后才会知晓。如今,由于核武器、大流行病、互联网及其他全球性影响,人类第一次同坐在一条船上。因此,对人类生存威胁的解决办法,无法借助次要的或局部的安排找到,而必须在那个比“多”更强大的更高的“一”的层面上找到。这需要以库萨的尼古拉的“对立面的一致”(Coincidentia Oppositorum)的层面来思考。

第九: 帝国正是依靠意见纷争来维持对属下的控制。为了克服由此产生的冲突,必须使经济、社会和政治秩序与物理宇宙的法则性相一致。在欧洲哲学中,这被讨论为合乎自然法;在印度哲学中,被讨论为宇宙论;在其他文化中也能找到相应的观念。空间科学、生物物理学、热核聚变科学等现代科学,将不断增进人类对这种法则性的认识。在不同文化的古典艺术伟大作品中,也能发现类似的一致性。

第十: 新范式的基本前提是:人在根本上是善的,能够无限完善其心灵的创造力和灵魂之美;人是宇宙中最先进的地质力量,这证明心灵的法则性与物理宇宙的法则性相互对应、彼此一致;一切恶都是发展不足的结果,因此是可以克服的。

一个新的世界经济秩序正在形成,全球南方的绝大多数国家都参与其中。欧洲各国和美国不应对抗这一努力,而应与发展中国家携起手来,共同塑造人类发展的下一个纪元,使之成为创造力最崇高、最高贵表现形式的复兴!

因此,让我们创建一个世界公民的国际运动,共同塑造人类进化的下一个阶段——新的纪元!全世界的世界公民,联合起来!
